No matter how much time and effort they put into developing Touch Pets, it still won't be as good as Nintendogs.

You've never seen that mechanic before in a pet simulator? Nintendogs implemented that mechanic. Indeed, the clever thing with Nintendogs is how well it emulated the teaching of a pet.

As with a real pet you physically moved the virtual dog into position, bit by bit (though the dog could become angry if you're too forceful), after which you then combined that placed position with a voice command. After several attempts of doing this the virtual dog learns the move, and learns that when you issue that voice command you want them to perform that action.
