You can do this free with AppMiner see any rankings of many app stores. Also with AppSniper $1. Appcritics $1 is nice let's you view all reviews in all country stores. Of course there is a free widget, free script or even free website to do that too but Appcritics does batch translating with google translate so that's probably worth it.
