that is a good question what about health penalties do you get hurt when you go under water, or just move slower
that's probably what the armor is for, either it hurts you less or it makes you go faster in the water
probably just makes you go faster. from the control scheme, it would be a bummer to get hurt in the water because it would take quite a bit to get out
